Can I purchase the party pass and PARTY TICKETS in advance ?
Yes, you can purchase the PARTY PASS in advance as well as Big party tickets.

Single party tickets for small parties can only be purchased at balliball studio.

barSWINGona looks great but I have no money.
Is there any way I can take workshops ?

You can participate as "alt-i-allo" exchanging your work for your free access to Parties, Workshops or both.

I do not dance but I'd like to be part of the barSWINGona festival.
You can join the organizing team as volunteer: volunteers do not get paid and cannot take workshop but they get free access to all events and share the festival from the organizers point of view and you're invited to meals while you work and to the staff lunch.
